Mini Blinds are around $4 at Wal Mart. Why mess with them, just buy a new one and hang it.
If you insist on repairing that one, use Gorilla Glue. It will reattach anything, but it takes 4 hrs. to dry and a bottle of Gorilla Glue cost more than a new blind.
use duck tape, it works on everthing, i use it every day for anything, its the wonder product because it fixes anything
